Yup, It’s a votive holder for candles. Although, maybe shot glasses could be a fun adaptive re-use!

They COULD be pots for a little kitchen sized herb garden. But they look a lot like votive candle holders.

in utah, those are votive holders. any other state in the country they are shot glasses.
